Return of Factions?

when will Factions be back in the game i have 3k sitting in bank waiting to be turned into a faction?Factions worked for a long time it sometimes would act weird while makeing it and you had to wait sometime but now not even the faction panel would pop out..

what i'd like to know:

When are factions returning?
why were factions taken out in the first place?
if they were taken out for a reason will they get a new update ?

well we are waiting for lavitiz to come back from break once hes back we will fix missions and faction i hope.....
